74. Surah Al-Muddaththir, Verse 31
وَمَا جَعَلْنَٓا اَصْحَابَ النَّارِ اِلَّا مَلٰٓئِكَةًۖ وَمَا جَعَلْنَا عِدَّتَهُمْ اِلَّا فِتْنَةً لِلَّذ۪ينَ كَـفَرُواۙ لِيَسْتَيْقِنَ الَّذ۪ينَ اُو۫تُوا الْـكِتَابَ وَيَزْدَادَ الَّذ۪ينَ اٰمَنُٓوا ا۪يمَاناً وَلَا يَرْتَابَ الَّذ۪ينَ اُو۫تُوا الْـكِتَابَ وَالْمُؤْمِنُونَۙ وَلِيَقُولَ الَّذ۪ينَ ف۪ي قُلُوبِهِمْ مَرَضٌ وَالْـكَافِرُونَ مَاذَٓا اَرَادَ اللّٰهُ بِهٰذَا مَثَلاًۜ كَذٰلِكَ يُضِلُّ اللّٰهُ مَنْ يَشَٓاءُ وَيَـهْد۪ي مَنْ يَشَٓاءُۜ وَمَا يَعْلَمُ جُنُودَ رَبِّكَ اِلَّا هُوَۜ وَمَا هِيَ اِلَّا ذِكْرٰى لِلْبَشَرِ۟
Wama jaAAalna as-habaannari illa mala-ikatan wamajaAAalna AAiddatahum illa fitnatan lillatheenakafaroo liyastayqina allatheena ootoo alkitabawayazdada allatheena amanoo eemananwala yartaba allatheena ootoo alkitabawalmu/minoona waliyaqoola allatheena feequloobihim maradun walkafiroona mathaarada Allahu bihatha mathalan kathalikayudillu Allahu man yashao wayahdee man yashaowama yaAAlamu junooda rabbika illa huwa wamahiya illa thikra lilbashar
We have only appointed angels as masters of the Fire and We have only specified their number as a trial for those who are kafir; so that those who were given the Book might gain in certainty, and those who have iman might increase in their iman, and both those who were given the Book and the muminun might have no doubt; and so that those with sickness in their hearts and the kuffar might say, ‘What did Allah intend by this example?’ In this way Allah misguides those He wills and guides those He wills. No one knows the legions of your Lord but Him. This is nothing but a reminder to all human beings.

I (God) have appointed some angles to be the guardians of Hell and I (God) have made their numbers (19): as a trial for those who disbelieve, to convince the Christians and Jews about the authenticity/ divine source of this book, to increase the faith of those who already believe, to remove any doubt from the heart of the Christians, Jews and the believers, to expose those who are sick at heart and can not be guided, and the disbelievers mocking at these words say: "What could God mean by this strange presentation?" Thus God leaves those who deserve to be left in ignorance in ignorance and guides whoever He pleases to the right path and no one but Lord knows the magnitude of His power. Hell is mentioned her so that people may be more careful and mindful about their behaviors.
