2. Surah Al-Baqarah, Verse 237
وَاِنْ طَلَّقْتُمُوهُنَّ مِنْ قَبْلِ اَنْ تَمَسُّوهُنَّ وَقَدْ فَرَضْتُمْ لَهُنَّ فَر۪يضَةً فَنِصْفُ مَا فَرَضْتُمْ اِلَّٓا اَنْ يَعْفُونَ اَوْ يَعْفُوَا الَّذ۪ي بِيَدِه۪ عُقْدَةُ النِّكَاحِۜ وَاَنْ تَعْفُٓوا اَقْرَبُ لِلتَّقْوٰىۜ وَلَا تَنْسَوُا الْفَضْلَ بَيْنَكُمْۜ اِنَّ اللّٰهَ بِمَا تَعْمَلُونَ بَص۪يرٌ
Wa-in tallaqtumoohunna min qabli antamassoohunna waqad faradtum lahunna fareedatanfanisfu ma faradtum illa an yaAAfoonaaw yaAAfuwa allathee biyadihi AAuqdatu annikahiwaan taAAfoo aqrabu littaqwa wala tansawooalfadla baynakum inna Allaha bimataAAmaloona baseer
If you divorce them before you have touched them but have already allotted them a dowry, they should have half the amount which you allotted, unless they forgo it or the one in charge of the marriage contract forgoes it. To forgo it is closer to taqwa. Do not forget to show generosity to one another. Allah sees what you do.

If you have set a dowry (divorce insurance) for your wife and you divorce her before having touched her, then pay her half of the dower unless she, or the one who has a saying in the marriage (such as the parents of the girl) give it up.
