تِلْكَ الْقُرٰى نَقُصُّ عَلَيْكَ مِنْ اَنْـبَٓائِهَاۚ وَلَقَدْ جَٓاءَتْهُمْ رُسُلُهُمْ بِالْبَيِّنَاتِۚ فَمَا كَانُوا لِيُؤْمِنُوا بِمَا كَذَّبُوا مِنْ قَبْلُۜ كَذٰلِكَ يَطْبَعُ اللّٰهُ عَلٰى قُلُوبِ الْكَافِر۪ينَ

Tilka alqura naqussu AAalaykamin anba-iha walaqad jaat-hum rusuluhum bilbayyinatifama kanoo liyu/minoo bima kaththaboomin qablu kathalika yatbaAAu Allahu AAalaquloobi alkafireen

These cities – We have given you news of them. Their Messengers came to them with Clear Signs, but they were never going to have iman in what they had previously rejected. That is how Allah seals up the hearts of the kuffar.

    These are the towns whose stories We relate to you; their messengers had come to them with proofs, but they would not believe in what they had denied before. It is such that God stamps on the hearts of the rejecters.

    Such were the communities whose historical accounts We relate to you (O Prophet). Their Messengers came to them with clear evidence of Truth. But they preemptively rejected it, and then stuck to rejection. Or they denied the Truth in blind following since their ancestors had denied it.     I am telling you the life stories of such people [so that you take a heed and come to your senses. ] Their prophets came to them [as warmers] with undeniable miracles but they refused to accept the truth that they had already chosen to deny. This is [the Devine law and] the reason for which I seal the hearts of the disbelievers [so that they become insensitive to sins and subject themselves to a higher level of punishment.]
