لَقَدْ حَقَّ الْقَوْلُ عَلٰٓى اَكْثَرِهِمْ فَهُمْ لَا يُؤْمِنُونَ

Laqad haqqa alqawlu AAalaaktharihim fahum la yu/minoon

The Word has been justly carried out against most of them so they have no iman.
